The Chesterfield-Colonial Heights Department of Social Services administers programs to help with heating or cooling costs throughout the year for income eligible households. The Crisis Assistance Program is intended to meet a household's emergency heating need, when no other resource is available. The Cooling Assistance Program provides purchases or repair of cooling equipment and/or payment for electricity to operate cooling equipment.

Senior Care Program applications are available for utility assistance.

Weatherization referrals are made to the Capital Area Agency on Aging to permanently weatherize low-income households to offset the high costs of home heating.

3908 Old Buckingham Road, Suite 2The Energy Assistance Program assists low-income households. The program consists of three components: Fuel Assistance, Crisis Assistance and Cooling Assistance. The Fuel Assistance component helps eligible households in emergency energy situations, which cannot be met by Fuel Assistance or other resources. The following types of assistance are available if eligibility conditions are met: purchase of a portable or installed fan, purchase and installation of an air conditioner, payment of an electric utility security deposit, or payment of the electric bill to operate the cooling equipment.
